A decision system stops at a screen. A person with a name and a login clicks Approve. The record says a human decided. This book asks what would have to be true for that sentence to mean what it sounds like it means.

Approving takes one click and about eleven seconds. Declining takes a reason typed into a box, a phone call, a meeting, the better part of a morning. Nothing on the screen is broken. The system is good, the person is conscientious, and nobody built any of it in bad faith. Something has still happened to the act of deciding, and no one in the building could tell you when.

Agency is about the conditions under which a human act becomes genuinely our own. Not whether people are free of history, pressure, and circumstance, because no one has ever been, but something narrower and far more useful: every age places authorship somewhere (in a god, a bloodline, a role, a procedure, a machine's recommendation with a human signature beneath it) and then teaches everyone born into it to experience that placement as simply the way things are. And every age sets a price on judgment. Not on the act: on the interruption. What it costs to stop the thing that was going to happen anyway.

Because no one can see their own age's arrangement from inside it, this book travels. Five worlds, drawn from the surviving record, with nothing invented: a sister in Thebes who buries her brother against the city's edict and pays the full price. A brilliant man in a Milan garden who finds the enemy of his own will is his own will. A field and a garret in North Carolina, where Frederick Douglass and Harriet Jacobs author acts inside an arrangement built to make authorship impossible. A philosopher on a factory line, watching the piece rate buy judgment out of a person an hour at a time. And then a set of rooms very like the one you work in now, where every one of the old placements is still operating, in new material.

For leaders, the question turns into an audit. Every organization prices interruption, mostly without deciding to. The gap between the cheap way to let a thing proceed and the expensive way to stop it will explain more of what your people do than anything they believe, and more than anything you tell them. This book will not give you a framework. It will show you the arrangement you are standing in, and what it costs the people inside it to remain the authors of their own judgment.
