Until the small coastal community of Selas begins appearing in the official record as something its own people no longer recognize.

Nothing has been fabricated. The buses ran. The water was delivered. The workers were registered. The decisions were documented. Every fact can be defended.

And yet something essential has disappeared between what happened and what the system says happened.

When Iria challenges the record, women whose lives have already shaped the Compact arrive from across Europe. Engineers, scientists, carers, scholars and institutional leaders discover that the problem is larger than one town-and more dangerous than a faulty algorithm. The rules deciding what counts as evidence have begun deciding what can be real.

One answer is seductive: let every community own its own truth.

The other is much harder.
