More than two decades after September 11, the United States possesses one of the world's most extensive counterterrorism architectures. Yet terrorism itself has evolved. Domestic violent extremism, lone-actor threats, online radicalization, encrypted communications, cyberterrorism, and emerging technologies are challenging security structures largely shaped by the post-9/11 environment. Countering Modern Terrorism in U.S. Homeland Security: Gaps, Challenges, and Policy Reforms examines how the American counterterrorism system has evolved, where it remains vulnerable, and how it can adapt to an increasingly complex threat landscape. The book analyzes intelligence sharing, interagency coordination, Fusion Centers, risk-based security, technological integration, legal constraints, and the continuing challenge of balancing national security with civil liberties. Drawing lessons from the United Kingdom's CONTEST strategy and Israel's layered-defense model, the study also explores Probabilistic Risk Analysis, red teaming, scenario planning, predictive analytics, and artificial intelligence as instruments for strengthening prevention and preparedness. Moving from diagnosis to policy, the book proposes practical reforms aimed at improving coordination across government, modernizing intelligence and analytical capabilities, strengthening critical-infrastructure partnerships, and responsibly integrating emerging technologies. It offers a policy-focused assessment of how U.S. homeland security can become more integrated, adaptive, and prepared for the evolving character of terrorism.
