Eine Volksvertretung, fünfundzwanzig Wahlsysteme - niemals in der Geschichte der repräsentativen Demokratie hat es etwas Vergleichbares gegeben. Diese Vielgestaltigkeit wirft zahlreiche demokratietheoretische, rechtliche und funktionale Probleme auf, die in einer doppelten Fragestellung gipfeln: Könnte ein einheitliches Wahlrecht den Erfordernissen des Europäischen Parlaments besser gerecht werden als die gegenwärtigen nationalen Regelungen? Und wenn ja, wie wäre dieses neue Verfahren zu gestalten? - Der Autor widmet sich dem Thema im Rückgriff auf die umfangreiche Wahlsystemtheorie und die Spezifika des politischen Systems der EU. Er untersucht, in welchem Maße das aktuelle Wahlrecht den Bürgerwillen verzerrt und nimmt die Ergebnisse zum Anlass, einen kompletten Vorschlag für ein einheitliches Europawahlrecht vorzulegen.
