Who you are to the president becomes how the government treats you. That is the pattern Personal Rule records, and tests.
Across the twelve weeks from September 6 to November 28, 2025, a person's standing with the president came to govern how the federal government treated them, most clearly in prosecution, public money, and clemency. Asking when loyalty or enmity, rather than law, decided the outcome, this volume separates what the record established from what it did not.
From the public demand that preceded the indictments of James Comey and Letitia James, to federal funds withheld from jurisdictions the president identified with the opposition, to clemency for conduct meant to reverse his 2020 defeat, each action is recorded with date, actor and mechanism, and sourced to the public record. So are the limits, among them the judge who voided the appointment behind those prosecutions. But the record is the ground, not the point. The synthesis is where the twelve weeks resolve into a single argument, the habit and the admission: the repeated use of personal standing as a reason for official action, and the president's public statement of it.
The volume includes a numbered Glossary of Mechanisms explaining the powers, procedures and restraints at work in these weeks, a section of Selected Sources and Further Reading, and a companion record at The Trump Action Archive (trumpactionarchive.com), where each chapter's sources are published.
Written from Brisbane, Australia, by an American observer, this is the fourth volume of The Trump Chronicles, a continuing chronicle of the second Trump administration, for readers who mean to act on the record and to argue from it.
