It has long been recognised that a war can be won by §degrading or destroying an enemy''s resources to a §point where they are no longer capable of or willing §to wage war. Like traditional resources, it is now §recognised that information is a resource, and can §thus be attacked and defended. In conjunction with §information technology, this realisation has created §conditions for waging a new form of warfare, called §Information Warfare. Software Agents are computer §programs that have the characteristics of autonomy, §intelligence and mobility. A Software Agent §framework for Information Warfare, called TELUM, is §proposed and described.
