The Order Matters is a plain-language guide to VA education benefits for military families. Most families plan around one benefit at a time and use whatever pays first. This book shows how the benefits work together, and how the order you use them in can change the total by thousands of dollars. It is written for the whole military transition: the family planning ahead on active duty, the veteran just out, and the dependent heading to college.

It covers the Post-9/11 GI Bill (Chapter 33), Dependents' Educational Assistance (Chapter 35 DEA), the Fry Scholarship, the Yellow Ribbon Program, and state aid such as Florida Bright Futures. It explains the rules that drive every decision: the 72-month planning cap and the 81-month ceiling behind it, how the Monthly Housing Allowance is calculated stateside and overseas, the foreign tuition cap, and the branch-campus exception. Then it puts the rules to work. Twenty stateside campuses are ranked on monthly surplus, overseas options are ranked on financial flexibility, and a full worked example follows one family from a Florida public university to Florida State University's Panama campus and on toward a funded master's.

The book teaches a planning method: read the controlling rule, sequence the weaker benefit first while a stronger one is protected, build pivot points before you need them, and verify every number before you commit. That sequence is the phase approach, applied to a family's GI Bill and Chapter 35 DEA benefits. Worksheets, a plain-language glossary, and a quick-reference chapter make it usable, not just readable. Every rate is a snapshot, and the companion app, College Tool, keeps the math current.
