The Syrian Mukhabarat: Inside the Intelligence State, Its Secret Networks and the Struggle for Syria
For more than half a century, Syria was governed not only through the visible institutions of the state but through an extensive and largely concealed architecture of intelligence, surveillance, coercion, and political control. The Syrian Mukhabarat became one of the most consequential instruments of that system. Yet its power cannot be understood simply by listing its agencies or recounting its abuses. Its deeper significance lies in the way intelligence became embedded in the structure of government itself.
The Syrian Mukhabarat offers a comprehensive examination of the Syrian intelligence state: how it was constructed, how its principal institutions interacted, how rival agencies competed while serving the same political order, how information moved through official and unofficial networks, and how intelligence became an instrument for managing political opposition, social uncertainty, and regime survival. It examines the relationship between intelligence, the presidency, armed forces, political institutions, prisons, informants, local networks, and foreign partners.
The book also moves beyond Syria's borders. It investigates the external dimensions of Syrian intelligence activity, including relations with neighboring states and foreign intelligence services, the monitoring of Syrians abroad, overseas security operations, intelligence cooperation, and the interaction between Syrian interests and the wider Middle Eastern security environment. Particular attention is given to the difficulty of distinguishing documented operations from allegations, propaganda, and politically motivated narratives.
The Syrian uprising and subsequent civil war transformed the intelligence landscape. Security institutions became central actors in a conflict that fragmented the state, multiplied armed organizations, and drew in foreign powers. The eventual collapse of Bashar al-Assad's government in December 2024 therefore raised a question larger than the fate of individual agencies: could the intelligence state itself be dismantled?
The final part of the book examines Syria's post-Assad security transformation. Former intelligence institutions were dismantled, new structures emerged, and formerly autonomous armed organizations entered the process of national integration. The August 2026 dissolution and integration of the Syrian Democratic Forces represents an especially important stage in this continuing transformation. But institutional reorganization does not automatically eliminate old methods, networks, personnel, or political assumptions.
The book consequently asks the question that matters most for Syria's future: will the country build intelligence institutions accountable to law and society, or will it reproduce the political technology of the old Mukhabarat system in a new institutional form?
Analytical rather than sensational, historically grounded but focused on contemporary developments, The Syrian Mukhabarat is intended for readers seeking to understand not merely what Syrian intelligence did, but how an intelligence system becomes part of the architecture of political power-and what happens when that architecture collapses.
