THE WARRANT

Doctoral education is under simultaneous pressure from two directions: a funding collapse that cut admissions at leading American research universities by fifteen per cent for the autumn 2026 cohort and emptied federal science agencies of more than ten thousand doctoral staff in a single year, and a technological shift that has automated literature synthesis, analysis, and academic writing, which are the very activities the doctorate was built to certify. The Warrant argues that these are one problem with one solution. The doctorate was designed to certify the production of new knowledge; production is no longer scarce. What is scarce, and becoming more so, is warrant: the capacity to determine whether a claim deserves belief, to specify the conditions under which it fails, and to be accountable for the judgement. Drawing on evidence from the United States, the United Kingdom, Europe, China, India, Australia, and smaller research systems, the book sets out why abolition, restoration, and cosmetic reform all fail, and then specifies what a doctorate built around warrant would require: a different curriculum, a redesigned examination, enforceable supervision standards, a coherent policy on machine assistance, and a funding case grounded in public value rather than economic return. It is written for provosts, deans, graduate school directors, funders, and supervisors who must make these decisions in the next few years, and for any reader concerned with who is licensed to say publicly what the evidence supports.
