Pour reconstruire le Rwanda, où près d'un million de personnes majoritairement Tutsi ont été malmenées, les nouvelles autorités du pays ont fait de la justice la première condition d'un espoir de paix. Trois instances judiciaires ont été activées de manière concomitante : les tribunaux classiques rwandais (relayés par des juridictions coutumières dites Gacaca), le Tribunal pénal international pour le Rwanda (créé par le Conseil de sécurité des Nations Unies), et les juridictions nationales étrangères chargées de traquer les fugitifs. Il s'agit ici d'étudier ce modèle de justice multiniveaux, et de tirer un bilan provisoire.
