When the Heir Clause reactivates through hospitals, death records, refugee files, and protected children instead of a courtroom, Rowan and Nathaniel must stop a seizure of power no one can see without exposing the innocent lives that keep it running.

Geneva should have bought time. Instead, the public fraud review of Bellwether Reserve becomes the distraction Calder needs. While Elise Marchand tries to build a prosecutable case from private-law wreckage, Nathaniel remains under protective detention and mounting extradition pressure, still refusing to surrender the full Sovereign Index. Rowan, injured and legally unstable, prepares to testify again while fighting to keep Rowan Hayes from being swallowed by Aurelia, the name the system uses to make her both witness and instrument.

Then the first impossible status changes appear. A child's medical sponsorship vanishes in one country and reappears as a custody seal in another. A refugee registry silently revises family links. A death record updates without a body. Emergency accounts open under protected-minor classifications. The message from Book 1 becomes operational truth: no throne requires a room. Calder is activating a distributed continuity route through identity infrastructure, using vulnerable people as live routing nodes and forcing public law to chase paperwork while authority moves elsewhere.

Rowan's Aurelia classification becomes the attack's weakness because it can authenticate, interrupt, or contaminate several custody chains. But using Aurelia risks confirming the system's claim over her body, blood, and name. Nathaniel knows the Index contains the map of the living nodes Calder is exploiting, but full disclosure could destroy witnesses, expose children like Milo and the girl with the pink prosthetic, collapse adoptions, and hand governments a list of people to bury. For the first time, he cannot solve the crisis by deciding alone what truth the world can survive.

Vivian Shaw resurfaces with evidence that Orison is being positioned as a disposable culprit, but her leverage may include Rowan's blood samples and records from Venice. Tessa Rowe and the fractured Parish refuse automatic obedience, forcing Nathaniel to earn help instead of command it. Martin Keene's technical knowledge becomes useful but not absolving. Meanwhile, Anna Cross's warning about the First Custodian suggests Calder may be exploiting only a later version of a much older origin law.

To stop the distributed seizure, Rowan and Nathaniel must create a counter-contamination that preserves living identities while severing the authority routes built through them. Their victory cannot be another exposed room. It must be a new moral architecture for truth, consent, and identity before Calder proves the Veil can govern from everywhere at once.
