The book is about the institution of the Ombudsman i.e. was called in the Islamic history as Wilayat al Mazalim (Redress of Public Grievances). The author begins with discussing its theoretical foundation in Islamic Law and then discusses its implementation in various stages of Islamic history until the last Muslim empires of Ottoman and Mughals of India.The discussion comes down to the contemporary world and cases of Pakistan, Saudi Arabia and the United Kingdom are discussed.
